Ministry of Planning, Development & Special Initiatives Announces 4 Specialist Jobs 2026 in Islamabad

The Ministry of Planning, Development & Special Initiatives (MoPD&SI), Government of Pakistan, has opened applications for four specialist and support roles based in Islamabad. The vacancies span research, digital communications, and two CPEC-linked infrastructure specialist positions — reflecting the Ministry's expanding role in coordinating regional connectivity and maritime economy projects under the China-Pakistan Economic Corridor (CPEC). All four positions are contract-based and share a single application deadline of September 15, 2026, so candidates interested in more than one role can prepare their documents together.

Applications for all posts are submitted through the National Job Portal (NJP) — candidates must register or log in on NJP to apply.

1. Research Officer (PPS-7)

This is the entry-most role in the batch, aimed at candidates with a bachelor's degree and at least one year of relevant experience. The Research Officer supports a sector specialist across literature reviews, study protocols, and data interpretation, and helps compile findings, presentations, and other project deliverables. The role also carries logistical responsibilities — coordinating meetings, workshops, and stakeholder events, and preparing agendas, minutes, and action plans.

  • Grade: PPS-7 | Vacancies: 3 | Type: Contract
  • Qualification: Bachelor's in Social Work, Accounting & Finance, Banking & Finance, Business Administration, Commerce, Management, Marketing, Public Administration, Audit, or a related foundation/interpretation field
  • Experience: 1 year | Age limit: Max 38 years

2. Social Media Expert and Content Writer (PPS-9)

This role sits inside the Ministry's CPEC communications function, managing content across Twitter, YouTube, Facebook, and Instagram specifically for CPEC-related projects. Beyond scheduling posts, the position requires monitoring audience engagement, identifying content trends, and producing daily and weekly media monitoring reports — making it as much an analytics role as a creative one.

  • Grade: PPS-9 | Vacancies: 1 | Type: Contract
  • Qualification: Bachelor's/Master's in Journalism, Mass Communication, or Media & Communication (a Bachelor of Social Sciences in Media Studies & Journalism also qualifies)
  • Experience: 5 years | Age limit: Max 48 years

3. Specialist Regional Connectivity and Infra (PPS-9)

This specialist acts on behalf of the Ministry's PD&SI wing to coordinate regional connectivity infrastructure development tied to CPEC. Core responsibilities include liaising with the CPEC Joint Working Group (JWG) and Joint Cooperation Committee (JCC) on transport infrastructure and Gwadar-linked projects, monitoring milestones on transport infrastructure development under CPEC, and drafting Terms of Reference (ToRs) for related consultancy assignments.

  • Grade: PPS-9 | Vacancies: 1 | Type: Contract
  • Qualification: PhD/MS in Civil Engineering, Executive Manager in Project Management, Project Management, MSc in Disaster Management, MBA (Project Management), or MSc Management Sciences (Finance)
  • Experience: 5 years | Age limit: Max 48 years

4. Specialist Maritime & Blue Economy (PPS-9)

The counterpart specialist role focused on maritime and blue economy development — again tied closely to CPEC and Gwadar. This position coordinates data collection and analysis relevant to Pakistan's maritime blue economy, develops strategies for implementing maritime and blue economy-related projects, monitors implementation timelines, and similarly assists in drafting consultancy ToRs.

  • Grade: PPS-9 | Vacancies: 1 | Type: Contract
  • Qualification: PhD in Applied Economics, Economics & Finance, Environmental Law, Applied Environmental Science, Maritime & Logistics, or International Business Economics
  • Experience: 5 years | Age limit: Max 48 years

How to Apply

All four positions must be applied for online through the National Job Portal. Candidates should create or log in to their NJP profile, locate the relevant posting under Ministry of Planning, Development & Special Initiatives, and submit their application before the deadline of September 15, 2026. Given the specialist qualifications required for the two CPEC-linked roles, applicants are advised to have their degree equivalence and experience certificates ready in advance.
