Pakistan Software Export Board (PSEB) Announces 4 Project & Finance Jobs 2026 in Islamabad

The Pakistan Software Export Board (PSEB), the apex government body promoting Pakistan's IT industry, has opened applications for four contract-based positions in Islamabad. All four roles support PSEB's ongoing PSDP-funded IT capacity-building and startup support projects, and share a single application deadline of September 19, 2026. 1. Project Manager (PPS-9)

The senior-most role in this batch, reporting directly to the Project Director. The Project Manager owns planning and execution of project activities strictly in line with the PC-I (Planning Commission proforma) and approved project scope, handles contract management from drafting through execution, monitors the project team, and ensures procurement follows PPRA rules. Certifications such as PMI, PgMP, or GDPR-related credentials are preferred, and prior experience with PSEB, ADB, or other government-funded IT projects is an advantage.

2. Finance Manager/DDO (PPS-9)

This role combines standard finance-officer duties with Drawing and Disbursing Officer (DDO) authority for the project. Responsibilities include processing bills, payables, and receivables, reconciling complex financial transactions, managing cash flow and financial projections, and conducting financial due diligence. As DDO, the position also handles fund release coordination with the Ministry of IT and the Government, and expenditure reconciliation with ASPR and bank records.

  • Qualification: MBA (Finance), ICMA, ACCA, or equivalent from an HEC-recognized institute
  • Experience: 8+ years post-qualification in finance/accounts roles

3. Assistant Manager Monitoring and Evaluation (PPS-8)

This position tracks project performance against plan, working fluently across both Waterfall and Agile/Hybrid project management approaches. Duties include contract drafting and execution, monitoring the project team's activity against the PC-I and scope, and periodic reporting to Executive Projects, MoITT, Planning, Audit, and the Project Committee.

  • Qualification: Minimum 16 years of HEC-recognized education in Management Sciences, HR, Business Administration, or Computer Science; PMP certification preferred
  • Experience: 4+ years, including at least 3 years working specifically on PSDP projects
  • Age limit: Max 48 years

4. Project Officer (PPS-8)

A support role working closely under the Project Manager, focused on coordinating project activities — planning, executing, and following up on timely initiation of tasks. The Project Officer drafts advertisements, EOIs, and tender documents, coordinates publishing timelines, and assists in evaluating and finalizing proposals and reports. Familiarity with ICT standards and the Pakistan IT industry is expected.

  • Qualification: Minimum 16 years of HEC-recognized education in Management Sciences, HR, Business Administration, or Computer Science
  • Experience: 4+ years in human resource development, project management, or capacity development; PSDP/ADP government project experience preferred
